Victor Santos of Shelton was arrested Friday in connection with a complaint filed against him in November 2018, by a female victim who told officers she had been sexually assaulted by a relative, said Shelton Police Department Det. Robert Leff, 51, of the Baldwin Place section of Somers, died around 11:25 a.m. Thursday after crashing into a tree, said Kieran O'Leary, spokesman for the Westchester County Police. Leff was traveling northbound in the vicinity of Green Lane when his Toyota Rav 4 left the roadway and struck a tree.
