The dogs were found around 9:45 a.m. Monday, March 2, by a Good Samaritan running at large on Tinker Hill Road, in Putnam Valley, said Putnam County SPCA Police Chief Ken Ross. The unidentified man's body was discovered around 4:36 p.m., Monday, March 2 in the City of Poughkeepsie after police received a 911 call asking for a welfare check. The man was found inside an apartment at 399 Main St., said City of Poughkeepsie Police Det. Lt. Matt Clark. Man Charged With ID Theft, Series Of Burglaries, Police Say A 45-year-old area man is being held without bail following an investigation into numerous burglary and grand larceny incidents in the area. Dutchess County resident William A. Pascal, of Poughkeepsie, was arrested on Thursday, Feb. 27, by Town of Poughkeepsie Police on five counts of burglary, said Capt. Michael O’Dowd.
