Man Charged In Assault Of 1-Month-Old Baby In Area A 23-year-old man has been arrested for allegedly seriously injuring a 1-month-old baby during an attack. The Dutchess County Sheriff’s Office, in conjunction with the Child Advocacy Center, said Vasileios Papaemmanouil of LaGrange was arrested on Friday, May 22. Fairfield County resident Timothy Simmons Jr., 28, of Stamford, was arrested around 9:40 p.m., Sunday, May 24, in Norwalk. According to Norwalk Police Lt. The incident took place around 3:13 p.m., Sunday, May 24, when the Southold Police Department received a call from a 12-year-old boy reporting he was on a boat on the Sound that was sinking.
