Man Accused Of Sexually Assaulting Juvenile In Fairfield County, Police Say A 27-year-old man has been charged for the alleged sexual assault of a juvenile in Fairfield County. Joan Michale Chacua, of Norwalk, was arrested on Wednesday, Dec. 30, by members of the Norwalk Police Department Special Victim’s Unit, said Sgt. Sofia Gulino. Chacua was arrested following an investigation into a sexual assault complaint involving a juvenile victim.  As a result of the investigation, an arrest warrant was issued for Chacua charging him with sexual assault and risk of injury to a minor.
