Joseph E. Tippa, 42, was charged with grand larceny, criminal contempt, and unauthorized use of a vehicle. following the dispute where he stole the items, according to Lt. James Janso. Amenia Man Arrested For Rape A 34-year-old Dutchess County man was charged with rape following an investigation by New York State Troopers into a rape complaint.  Cresson T. Horton of Amenia was arrested on Friday, Jan. 19 after troopers received a complaint from a victim who told investigators that Horton forced them to perform sexual acts, said Trooper AJ Hicks. Troopers from the Dover Plains barracks charged Horton, who was familiar with the victim, with felony rape and felony criminal sexual act, Hicks said.
