Man Trying To Avoid Cell Phone Ticket Leads Police On Chase In Stamford A Stamford man talking on a cell phone ended up with more than $700 in traffic tickets after refusing to stop for police. Robert Powell, 49, was spotted by an officer talking on his Wednesday on Greenwich Avenue, said Sgt. Brian Butler. When Powell noticed that the officer had spotted him, he sped up, went over a double-yellow line and through a red light in an attempt to get away, Butler said.
