Ismael Ramos, of Port Jervis, was arrested Thursday, Jan. 31, and charged with leaving the scene of a serious injury accident and failure to keep right, said New York State Police Trooper Steven Nevel. Barn Fire Breaks Out In Carmel Without any water supply, more than a dozen fire departments worked hauling water for hours to put out a blazing fire at a Carmel barn.
