Tractor-Trailer Crash Knocks Out Power In Northern Westchester Traffic is getting back to normal following a truck crash that took out power lines and knocked out electricity in Northern Westchester. The crash took place during the early morning hours in Ossining on Wednesday, March 11, on Route 9 near Havel Street. Ossining Police said on Twitter that currently, all southbound lanes and one northbound lane have reopened.
